PLANNING POLICY PART 2 HOUSING DEVELOPMENT IN WALTHAM CHASE
In the last edition of the Parish Magazine (November, 2013) an update was given to the preparation of Winchester District Local Plan Part 2 with a map showing a proposed review to the settlement boundary, carefully considered jointly by members of the Parish Council and Winchester City Council Planners.

An Extra Ordinary Meeting of Full Council was held on Tuesday, 12 November, 2013. It is the intention of the Council to allocate the contributions provided by developers toward sports and recreation facilities.
It was agreed to provide a sports wall with grass matting, 2 picnic tables and some outdoor fitness equipment at Waltham Chase Recreation Ground with new goals at the Triangle. A sports wall and outdoor fitness equipment will be provided at Shirrell Heath Recreation Ground. The artificial cricket pitch at Shedfield Recreation Ground will be replaced by an ‘International’ standard size of 30 metres along with some outdoor fitness equipment.

Overhanging Hedges, Trees on Highway and Paths
Tree branches should be pruned, or lopped, to a height of not less than 5.2 metres above the carriageway. Hedges and vegetation should also be cut back so that they do not overhang or encroach on to the highway (carriageway, footway or verge), and should be at least 2.2m above the footway/verge to allow pedestrians free passage.
Should an accident occur and the vegetation was considered a contributory factor, then Hampshire County Council will redirect any claims towards the responsible land owner.
Obstructing the highway verge outside properties with rocks posts etc is also illegal, by law people are allowed to pass and repass on highway land without hindrance or obstruction, and it’s not illegal for a car to drive on a highway verge. As before, in the event of an accident, if these obstructions were considered a factor, Hampshire County Council would redirect any claims towards the home owners.
